I wish I don't post at the wrong category. If yes, please forgive me.

I have problems in posting since yesterday. When I submitted my post, it shows only "waiting to..." for quite some times. When I stopped it, then I refreshed, my post already there in the forum. I have to cancel my abandoned post, otherwise there will be double posts. To see my post, I have to refresh the page.

The question is, what is my problem?

Secondly. I used to get notifications when there is new post in threads I subscribe and if I have new PMs These notifications were stopped quite some times, February 2013 if I remember correctly. Suddenly, I got lots of notifications mostly from February and one a new post yesterday late afternoon through midnight. Then stop again.
The question is almost the same, what is the problem?
